PEF General Membership Meeting May 10, 2006

Minutes from May 10, 2006 PEF Membership Meeting-Albany

Agenda

Agenda Items:

1) PEF Election: Several representatives from each of the two election slates were present to give a brief presentation on their positions for the upcoming PEF elections. Present from the C-ME slate were: Dan Stein (VP candidate). Present from the Members First slate were: Arlea Igoe (Secretary/Treasurer candidate), Lou Matrazo (VP candidate), and Tom Comanzo (Region 8 Coordinator candidate). Tom Rienzo also mentioned that the election ballots should be mailed out by June 4, 2006. If a member doesn't receive a ballot, they should check their "Communicator" which will include a toll free number to call to get a ballot.

2) Bob handed out a two-page document with last year's actual budget and this year's (2006-07) proposed budget for approval by the membership. It was generally discussed that we didn't spend all of the funds appropriated to our local, and we were looking to possibly make changes to the rebates and/or scholarships.

Tom presented the motion that was proposed in Delmar (and carried) to increase the amount of two annual rebates to $15 (from the current rebate of $10). There was a discussion about what type of events can be rebated.

A vote was taken on this motion: 40 votes for, 0 against, and 1 abstention. Added to the votes from Delmar the total votes are: 58 votes for, 0 against. The motion to modify the budget to reflect a change in the amount of the two rebates from $10 to $15 was approved.

Tom presented the second motion to amend the budget that passed in Delmar which is that we offer three scholarships at $500 each, which would be a change from the current offering of three scholarships at $300 each.

A vote was taken on this motion in Albany: 14 votes for, 27 against, 0 abstentions. Added to the votes from Delmar the totals are: 29 votes for, 29 against. The motion did not pass.

A second motion was presented that we offer five scholarships at $300 each. A vote was taken in Albany: 21 votes for, and 8 votes against, 2 abstentions. Added to the votes from Delmar the totals are: 25 votes for, 15 against. The motion to amend the budget to increase the number of scholarships from three to five at the same amount of $300 passed.

After this motion passed, a subsequent motion was made by Pete Holmberg, and seconded by Cindy McCarron, to offer four scholarships at $500 each. A vote was taken on this motion, and the results were: 6 votes for, 33 against, 2 abstentions. This motion did not pass.

3) Communications. Tom reminded the membership to enroll for e-mail updates on local union business by visiting the Division's web site and providing the member's home e-mail address.

4) Tom discussed the 2006 Delegate Petitions and made the membership aware that we are looking to fill a slate of delegates from DPS for the convention, and that information is available on PEF's website.

5) Tom also mentioned the Contract Survey in the April Issue of the "Communicator" or on-line at www.pef.org.

6) Tom informed the membership that a study guide for the Battery Exam can be found on the PEF web site under the "Membership Benefits" area of the web site.

7) New Business. Bob mentioned that he has the current parking lists and members are free to view them to see what their parking status is. Maureen McCauley mentioned a problem she had applying for special summer parking and the method that the agency was using for calculating her years of service. This issue will be addressed individually with Maureen off-line.

Saul Abrams made a motion to amend the definition of the PEF local scholarship as follows: "application for scholarships will be taken for any post High School, full time course of study (with proof of enrollment) for any dependent or spouse of a PEF employee." Pete Holmberg seconded this motion and a vote was taken. The results of the Albany vote are: 30 votes for, 11 against. We will need to bring this motion to Delmar employees to get a final tally of votes for this motion to be passed.

A question was raised regarding whether there will be an Early Retirement Incentive this fiscal year. The legislature has not acted on this yet, but it will probably be known either way in the next few weeks.

Jon Crandell made a motion to adjourn the meeting, and this was seconded by Sean McCoy. The meeting was adjourned at 1:00 pm.
